These local communities had the highest and lowest property value increases

CLEVELAND (WJW) — Property values across Cuyahoga County could go up an average of between 15% and 67%, according to the results of the county’s sexennial reappraisal process, which must still be approved by the state.

The average increase county-wide is 32%, according to a map provided by the county in a Tuesday news release.

Communities with the highest average increases include: East Cleveland (67%); Garfield Heights (52%); Cleveland (49%); Warrensville Heights (47%); and Cleveland Heights and Euclid (both 44%). Communities with the lowest average increases include: Hunting Valley (15%); Mayfield Village (18%); Oakwood Village (20%); Brooklyn Heights (21%); and Brecksville and Orange Village (both 22%).

Cuyahoga County properties are reappraised every six years under state law to account for property upgrades, market trends and neighborhood characteristics, according to a news release.

Property value increases don’t necessarily mean an increase in property taxes, county officials said. It all depends on how your home’s value has changed. Cuyahoga County homeowners can expect a property valuation notice in the mail over the next couple weeks. They can then use that to estimate their new property taxes on the county website.

“The reappraisal process is vital to our communities. Property valuations determine property taxes, which fund schools, parks, libraries, local government and other essential public services,” Cuyahoga County Executive Chris Ronayne is quoted in the news release. “But changes in property taxes can have a significant impact on homeowners. We are providing detailed information and tools to help residents navigate these changes and challenge incorrect valuations. We will also ensure that all of our residents have access to resources that can help alleviate the financial challenges associated with higher tax bills.”

Property taxes for the first half of the prior year are generally due on the third Thursday of February; for the second half of the prior year, it’s the third Thursday in July.

Four in-person informational sessions on the new valuations are planned on four evenings around the county:

Monday, July 29, from 6 p.m. to 8 p.m.

Tuesday, July 30, from 6 p.m. to 8 p.m.

  • Tri-C Eastern Campus Theatre, 4250 Richmond Road, Highland Hills

Wednesday, July 31, from 6 p.m. to 8 p.m.

  • Tri-C Western Campus Theatre, 11000 W. Pleasant Valley Road, Parma

Thursday, Aug. 1, from 6 p.m. to 8 p.m.

  • Urban Community School, 4909 Lorain Ave., Cleveland

How to file a property valuation complaint

Residents who think their new valuation is incorrect can contest it in one of two ways:

They can file an informal review complaint with the Appraisal Department, which must be received between July 1, 2024, and Aug. 30, 2025. Either file in person at the county Fiscal Office, electronically through the online portal or by mail to Cuyahoga County Administrative Building, 2079 E. 9th Street, 3rd Floor, Cleveland, Ohio 44115.

They can also file a formal tax complaint between Jan. 1, 2025, and March 31, 2025. The DTE Form 1 can be filed online with the Board of Revision, by mail, email or fax at 216-443-8282, or in person to the Cuyahoga County Administrative Building, 2079 E. 9th St., 2nd Floor, Cleveland, Ohio 44115.

When contesting a complaint, homeowners must provide documentation that supports their opinion of their property’s value. In informal review complaints, homeowners would receive notification of any valuation changes in November. For tax complaints, the Board of Revision will schedule a hearing.
