Maricopa County Board of Supervisors picks Flavio Bravo to fill vacancy in state Senate

Democrat Flavio Bravo is the newest Arizona state senator, winning an appointment to fill a vacancy in a west Phoenix district.

The Maricopa County Board of Supervisors on Monday chose Bravo, who was elected to the House of Representatives last fall, on a 4-0 vote. He was one of three nominees forwarded from the precinct committee members of Legislative District 26.

He took the oath of office in the Senate later Monday afternoon.

Bravo replaces Raquel Terán, who resigned last month to run for Congress. His appointment opens another vacancy in the House for Democrats. The Board of Supervisors ultimately will decide who fills the new vacancy.

The board's selection of Bravo to the Senate comes on the heels of Friday's 4-1 vote to make Republican Julie Willoughby the next House member from Legislative District 13 in the southeast Valley. She replaced Rep. Liz Harris, who was expelled last month for disorderly conduct, including lying to the House Ethics Committee about a controversial witness she invited to speak at a legislative hearing.

The Democratic precinct committee members in west Phoenix's Legislative District 26 last month nominated Bravo, along with Rep. Cesar Aguilar and Quantá Crews, to finish out Terán's term, which runs until early January 2025. The committee members will meet again Monday night to select another slate of three nominees to fill Bravo's former seat in the House.

Crews said she will apply for the House vacancy. She is a real estate appraiser and minister.

All three were interviewed by Supervisor Steve Gallardo, whose supervisorial district includes Legislative District 26. Gallardo himself is a former state lawmaker.

Who is Arizona lawmaker Flavio Bravo?

Bravo, a fifth-generation Arizonan, is a graduate of Loyola University and served as student body president at the Chicago school. He earned a master’s degree in migration studies from the University of San Francisco.

Bravo also spent a year as a Congressional Hispanic Caucus Institute graduate fellow in Washington, D.C.

He is a program manager for CAVCO Industries, which makes manufactured homes. He runs the Homes for Our Own program. Elected to the House last fall, he serves on the House's Government, Military Affairs and Regulatory Affairs committees.
