Virginia Beach’s Atlantic Park hits construction milestone, set for 2025 opening
VIRGINIA BEACH, Va. (WAVY) — Surf is almost ready to be up at Virginia Beach Atlantic Park.
After more than a year and a half of construction, the more than $350 million mixed-use entertainment district project between 18 and 20th streets has reached a major milestone.
Last week, builders celebrated a “bottoming out” ceremony to lay the final pieces of the foundation for the 2.67-acre wave pool at the center of the development.

Construction on the wave pool portion had faced setbacks due to groundwater contamination issues, which required filters to be brought in to the site.
“The wave pool is the heartbeat of Atlantic Park, and we wanted to celebrate getting to the bottom – laying the final pieces of the foundational structure that will soon create an authentic surfing experience,” said John R. Lawson, II, Executive Chairman of W.M. Jordan Company, which hosted a ceremony with the construction team that included signing a commemorative surfboard marking the occasion.
Installation of the 46-module Wavegarden Cove wave machine is set to begin in October, developers say, with surf sessions starting in early 2025. Surfers will start being able to book 55-minute sessions starting this Thanksgiving.
“The Wavegarden Cove’s technology is new and offers perfect waves on demand, likely something few surfers or communities have experienced. The surf lagoon will provide skill-based experiences, rather than thrill-based attractions you would find at a traditional water or theme park. This technology creates exceptional waves specifically for the purpose of surfing – for seasoned surfers and for those with the desire to learn,” Hess added.
The greater Atlantic Park development also includes a 5,000-seat indoor/outdoor concert venue called “The Dome,” which pays homage to the former Virginia Beach Dome. It’s all set for a May 2025 opening.
Developers say more information about incoming restaurants and retail spaces will be announced soon.
